One useful and commonsense element within that is a reference to a quite broad DUSA (designated unclassified subject area), the Executive Order - Unclassified Information (EO-UI) DUSA; see http://www.llnl.gov/llnl_only/class_off/DUSMAN_1.HTM#dusa050 and http://www.llnl.gov/llnl_only/class_off/GDTOKNO/UAIAPNDX.HTM for more information and background.
This EO-UI DUSA delineates a boundary between what "might" be classified, and what definitely is not classified, by a finite list of topics which might include classified information. If your topic is clearly not on the list, then it is not classified, as supported by this DUSA.
Caveats: (1) Before using this DUSA, you should be familiar with its background and rationale; read the above Web references. (2) This only addresses classification issues. You should also consider intellectual property, export control limitations, review-and-release of LLNL publications and press releases, etc.
