Subject: FACT FINDING DELEGATION TO VISIT LABS
E-line: TASK FORCE ON ETHNIC PROFILING

During Energy Secretary Bill Richardson's visit to the Lab on June 11, he announced a DOE task force to address the special concerns of Asian Americans, Asian permanent residents and Asian immigrants in the wake of recent publicity associated with espionage allegations discussed in the media as well as congressional testimony and reports. Deputy Secretary T. J. Glauthier will head the task force. On Wednesday, June 30, an advance fact-finding delegation will visit the Lab.
This delegation will spend a day at LLNL, LANL and Sandia. The delegation's report will provide initial input for the deputy secretary's task force. The group envisions using a variety of meeting settings including small groups, open meeting format, individual conferences, and a forum open to all employees.
In particular, the delegation will pursue the following objectives:
1. Reiterate the secretary's pledge of equity, vigilance and fairness in DOE workplaces.
2. Record observations and opinions of others about the site, the problems, perceptions, etc. Note specifically illustrative incidents and occurrences that relate to the problems.
3. Seek recommendations and ideas that might assist the task force in carrying out its work and the DOE commitment. Report faithfully all input including the perspectives of group representatives, leaders and managers. Include input from community organizations where possible.
4. Meet with managers on entrance and upon exit. Delegates will make their own observations and register their own opinions, including managers' handling of problems.
More information will be provided as it is developed. Employee participation in this activity is strongly supported.
